Dr. Woodrow Cortez, M.D.
Dr. Woodrow Cortez is the Chief Physician of the National Emergency Response Agency (NERA). He was a former Brother of Sol Alpha until they expelled him for unethical experiments with animals. His powers and memories were restored by Saiden Regresso and Lucinda Regresso. During most of his career, he worked in government-funded science programs.
